Job Summary

The Systems Administrator will manage servers, IT infrastructure, and network systems supporting the Ministry’s digital health programs. The role provides technical support to the Health Information Division and ensures effective installation, configuration, maintenance, and optimization of health information systems and related infrastructure.

Key Responsibilities

IT Infrastructure Management

• Manage implementation, maintenance, and optimization of IT infrastructure (hardware and software)

• Configure servers, storage, directories, and system services in line with ICT policies

• Develop and maintain system installation and configuration procedures

Systems Monitoring & Support

• Monitor system performance, availability, and security of servers and applications

• Review system logs and ensure successful execution of scheduled tasks (e.g., backups)

• Troubleshoot and resolve system issues and failures

Digital Health Systems Support

• Support rollout and maintenance of national digital health systems

• Assist in user training and technical support for end users

• Support system integration, interoperability, and health information exchange

Governance & Compliance

• Support digital health governance, data protection, and security standards

• Contribute to digital health enterprise architecture development

• Conduct IT audits and support optimization of health digital systems

Technical Support & Development

• Provide Tier 3 technical support for system issues

• Develop technical documentation and operational guidelines

• Perform system upgrades, performance tuning, and recovery processes

Qualifications & Requirements

• Bachelor’s degree in Computer Science, Software Engineering, Information Systems, Data Engineering, Computer Engineering, Telecom Engineering, Electrical Engineering, or related field

• Professional certification in ITIL (required)

• Strong proficiency in Linux and Microsoft systems

Experience

• Minimum of 7 years’ experience as a Systems Administrator in government or equivalent large-scale organization

• Experience in national digital health systems is highly desirable

• Experience in donor-funded or public sector projects is an added advantage
