Senior HR & Admin Manager

Reporting to: Chief Executive Officer (CEO)
Job Summary
Flow Uganda is preparing for its next phase of growth and is seeking an experienced Senior HR & Admin Manager to transform and professionalize its HR function.
This role focuses on building strong people systems that support execution, accountability, and leadership development as the business expands regionally and operational complexity increases. The successful candidate will play a key role in ensuring the organization has the right people, in the right roles, performing at the right level.
Key Responsibilities
Talent Acquisition & Recruitment
Redesign and implement a structured and scalable recruitment framework.
Define clear role descriptions, competency requirements, and hiring standards.
Manage external recruitment partners and improve onboarding processes.
Ensure faster employee productivity and stronger retention rates.
Performance Management
Overhaul the company’s performance management framework.
Develop measurable KPIs linked to business objectives.
Support managers in conducting meaningful performance reviews.
Address underperformance and promote a culture of accountability and results.
Learning & Leadership Development
Identify skills gaps across the organization.
Design targeted training and development programs.
Build leadership capacity among middle and senior management.
Introduce structured succession planning and talent development initiatives.
HR Governance & Organizational Development
Strengthen HR policies, systems, and governance frameworks.
Ensure compliance and reliable people data for management decisions.
Support the CEO and senior leadership on organizational design and culture transformation.
Qualifications
Bachelor’s degree in Human Resources, Business Administration, Organizational Psychology, or a related field.
MBA or equivalent postgraduate qualification required.
Professional HR certification such as CIPD or equivalent is an added advantage.
Experience
Minimum 8 years of progressive HR experience.
Experience in HR transformation, scale-up environments, or high-growth organizations.
Proven experience building recruitment systems, performance frameworks, and employee development programs.
Key Skills
Organizational design and workforce planning expertise.
Leadership development and HR analytics capabilities.
Strong commercial awareness and execution focus.
Excellent stakeholder management and communication skills.
Ability to influence senior leaders and drive organizational change.
