Job Summary
The Program Development Manager will support TechnoServe’s East and West Africa regional team in building and expanding its portfolio of development programs. The role focuses on identifying new business opportunities, developing high-quality proposals, and strengthening program design across multiple countries including Kenya, Uganda, Rwanda, Tanzania, Benin, Ghana, and Nigeria.
You will work closely with country teams and report to the Regional Director (EWA), contributing to strategy, proposal development, and donor engagement.
Key Responsibilities
1. Business Development & Strategy
Support regional new business strategy and revenue targets
Identify donor priorities and emerging funding opportunities
Build a strong pipeline of development projects across the region
2. Proposal Development
Lead and coordinate proposal development processes
Draft and edit technical proposals, concept notes, and presentations
Coordinate inputs from technical teams, partners, and finance units
3. Research & Program Design
Conduct capture research and support evidence-based program design
Contribute to knowledge products and donor intelligence
4. Stakeholder Engagement
Participate in meetings with donors, partners, and stakeholders
Represent TechnoServe’s regional portfolio and priorities
5. Knowledge Management
Document lessons learned and program insights
Maintain CRM systems (Salesforce) with donor and project data
Qualifications
Education & Experience
Bachelor’s degree + 7 years experience in international development, OR
Master’s degree + 5 years experience
At least 3 years in business development with successful proposal wins
Preferred Experience
Donor-funded development projects
Proposal writing and program design
Experience in agriculture, enterprise development, market systems, or economic growth
Working in multi-country or regional teams
Skills Required
Strong writing and communication (English required; French an advantage)
Proposal development and project design expertise
Strategic thinking and analytical skills
Ability to work under pressure and manage multiple deadlines
Strong stakeholder and donor engagement skills
Additional Information
Travel required: up to 20%
Must be based in East or West Africa operating countries
Fluency in English required (French strongly preferred)
