About the Project

Heifer International Uganda, in partnership with the Mastercard Foundation, is implementing the Stimulating Agribusiness for Youth Employment (SAYE) project across 11 districts in Busoga and 3 districts in Buganda. The project aims to address market system barriers affecting youth employment while creating opportunities for 250,000 young people (16–35 years) to transition into dignified and sustainable work within the agribusiness sector.

The project is implemented through a consortium comprising CURAD, FSME, FSD Uganda, and ASIGMA Group, with a focus on priority value chains including poultry, horticulture, oilseeds, dairy, and beef.

Job Purpose

The Monitoring, Evaluation & Learning (MEL) Officer will support the implementation of Monitoring, Evaluation, and Learning activities at the cluster level. Reporting to the SAYE MEL Manager, the successful candidate will strengthen MEL systems, ensure high-quality data collection and reporting, support consortium partners, and promote evidence-based decision-making throughout project implementation.

Key Responsibilities

Project Monitoring & Performance

• Develop and implement cluster-level annual targeting and tracking plans aligned with project indicators.

• Support the use of MEL tools and systems for effective monitoring of project activities.

• Coordinate data collection, validation, and reporting on youth participation, business performance, and project outcomes.

• Maintain accurate and up-to-date project records and databases.

Monitoring, Reporting & Knowledge Management

• Prepare and submit high-quality MEL progress reports in line with donor and organizational requirements.

• Produce monthly analytical reports to support project planning and performance improvement.

• Document lessons learned, success stories, best practices, and evidence to support adaptive management and knowledge sharing.

Quality Assurance & Compliance

• Maintain updated project databases in accordance with the MEL framework.

• Verify the accuracy and completeness of data submitted by field teams.

• Monitor Key Performance Indicators (KPIs) and recommend corrective actions where necessary to improve project performance.

Partnership & Learning

• Provide technical support in the development of business cases aligned with donor priorities and project objectives.

• Promote documentation and sharing of project learning across consortium partners.

• Represent the project in relevant government and stakeholder meetings to strengthen collaboration and learning.

Qualifications & Experience

• Bachelor's degree in Economics, Statistics, Social Research, Development Studies, or a related field with a focus on Monitoring and Evaluation.

• Minimum of five (5) years' relevant work experience, including at least three (3) years of hands-on experience in Monitoring, Evaluation and Learning.

• Experience working with NGOs or field-based development projects is an added advantage.

• Good understanding of agricultural value chains.

• Strong knowledge of both quantitative and qualitative evaluation methods.

• Excellent analytical, reporting, communication, and stakeholder engagement skills.
