CARE Uganda is seeking a Cash and Innovation Advisor for the proposed Refugee Support, Empowerment and Transformation (ReSET) Programme, a UK-funded initiative aimed at strengthening refugee self-reliance, resilience, and sustainable livelihoods. The successful candidate will provide technical leadership on cash transfer programming, cash-plus approaches, evidence generation, and adaptive management to support impactful and scalable interventions.

Key Responsibilities:

• Provide technical leadership on lump-sum cash and cash-plus programming.

• Advise on cash transfer design, sequencing, and complementary support packages.

• Ensure interventions align with global best practices and Uganda's national cash coordination priorities.

• Lead the implementation of the programme's learning agenda, focusing on graduation models, cash-plus approaches, resilience, self-reliance, and cost-effectiveness.

• Support operational research, technical assessments, and evidence generation.

• Analyze programme performance and collaborate with MEL teams to generate actionable insights.

• Promote adaptive management through learning workshops, after-action reviews, and continuous improvement.

• Represent the programme in national cash coordination forums, including the Uganda Cash Working Group.

• Develop policy briefs, technical papers, case studies, and knowledge products to influence policy and sector practice.

• Lead knowledge management and facilitate learning across consortium partners.

Qualifications & Experience:

• Master's degree in Economics, International Development, Humanitarian Studies, Monitoring & Evaluation, Research, or a related field.

• Minimum 8 years' experience in cash programming, research, evidence generation, or learning.

• Strong experience in cash transfer and cash-plus programming.

• Proven experience designing and implementing learning agendas and operational research.

• Strong understanding of adaptive management and evidence-based programming.

• Excellent analytical, report writing, communication, and stakeholder engagement skills.

Desirable Qualifications:

• Experience working with Uganda's Cash Working Group.

• Experience implementing resilience programmes in Uganda.

• Knowledge of value-for-money and cost-effectiveness analysis.

• Experience in refugee and displacement contexts.

• Experience supporting FCDO-funded programmes.
