The Financial Technology Service Providers Association (FITSPA) is an independent, nonprofit, membership-based organization that aims to create a conducive environment to stimulate innovation in the financial services sector by increasing access to affordable financial services through ICT and promoting inclusion in a suitable way.
BACKGROUND OF THE CONSULTANCY
FITSPA invites proposals from suitably qualified consultants to design a 5-Year Strategic Plan that is aimed at helping FITPSA achieve its vision and mission.
Under the supervision of FITSPA’s Engagement Partner, the consultant will come up with a dynamic and robust Strategic Plan to be implemented.
SCOPE OF WORK
- Understanding FITSPA's Vision, Mission, Goals and Objectives as well as its members’ needs.
- Conduct a thorough analysis of FITSPA's internal Strengths and Weaknesses, and external Opportunities, and Threats (SWOT) in the surrounding environments (PESTLE).
- Identify trends, market dynamics, and emerging technologies in the financial technology industry.
- Engage with FITSPA's key stakeholders, including members, industry experts, regulators, and partners. Gather their perspectives, feedback, and expectations to ensure that the new strategic plan aligns with their needs, expectations, and aspirations.
- Set clear goals aligned with its vision and mission which address the identified challenges and opportunities.
- Develop a set of strategic initiatives that will enable FITSPA to achieve its goals.
- Outline a detailed implementation plan for each strategic initiative. Define key milestones, responsibilities, timelines, and resource requirements. Consider potential risks and develop mitigation strategies to ensure smooth execution.
- Establish mechanisms to monitor the progress and impact of the new strategic plan. Define key performance indicators (KPIs) and other relevant measurement parameters and indicators to track the effectiveness and success of each strategic initiative.

QUALIFICATION, SKILLS AND EXPERIENCE OF THE CONSULTANT
The consultant will possess the following qualifications, skills and experience.
- The applicant should have at least a Master’s Degree in Business Administration, Management, Business Analysis, or other relevant related field.
- Minimum of 5 years of technical experience in designing strategic plans.
- The applicant should have detailed knowledge of the industry trends.
- Excellent project management skills.
- Deep understanding of management framework.
PROPOSAL REQUIREMENTS
Interested consultants who meet the above criteria are required to submit their technical and commercial proposals which must include, but not limited to, the following:
- Confirmation of understating of the scope of work via a detailed methodology and approach to the consultancy.
- Evidence of experience in relation to the scope of work and in carrying out similar consultancies in the Fintech, or related, industry.
- The work plan and timelines for undertaking and completing the consultancy and the stated scope of works and deliverable(s).
- Details on the qualifications and experience of the team to conduct the consultancy.
- Cost and payment terms of conducting the consultancy per the scope of work.
EVALUATION AND SELECTION CRITERIA
Evaluation and selection of submitted proposals will be based on the following criteria:
- Technical methodology and approach of how the consultancy shall be carried out.
- Proven knowledge and experience of company operations in the Fintech industry.
- The work plan and timelines for completing the consultancy.
- Capabilities and experience of consultant and/or team to conduct the consultancy.
- The cost and payment terms of carrying out the consultancy.
Submitted proposals must clearly respond to the criteria above to be considered for evaluation.
FITSPA reserves the right to contact the stated organization(s) to validate cited past work(s) done by the consultant(s).
SUBMISSION OF PROPOSALS
The deadline for submission of proposals is 5:00pm on 15 th . . August 2023.
All proposals should be addressed to the attention of “The FITSPA Administration, Finance and Investment Committee.”
Proposals can be sent via email to info@fitspa.ug or hand delivered to the FITSPA offices on 1st Floor, The Wildlife Tower, Plot 31, Kanjokya Street, by the deadline time and date. Proposals received after the deadline will not be considered for evaluation.
