At the LHoFT, we strongly believe that financial technology is crucial to advancing financial inclusion, empowering groups that have been left behind by the traditional financial system. Whether it’s financing for rural farmers, point of sale technology for underbanked merchants, or specialised insurance products, the positive impact being driven by entrepreneurship is improving lives around the world. As such, Financial Inclusion is a key focus of the LHoFT Foundation.

Building on the success of the 2018 and 2020 editions of CATAPULT: Inclusion Africa, we are excited to launch the third edition of this unique program of Fintech startup development. Developed by the LHoFT Foundation, the program targets companies focusing on financial inclusion in Africa, aiming to build bridges between Africa and Europe, highlighting their initiatives and very much aligned with the sustainability goals of Luxembourg’s finance centre. In keeping with the times, and with public health guidelines, this edition will be entirely digital.

CATAPULT: Inclusion Africa will once again leverage Luxembourg’s Inclusive Finance and Fintech ecosystem to support selected firms in developing their businesses and achieving their inclusion goals. Applications now open.

Manager, Compliance and MLRO – Transsnet Group

We are recruiting for the position of a Manager, Compliance and MLRO for our Palmpay App. The individual will be responsible for leading the development, implementation, and management of the compliance programs for internal controls and external laws and regulations. This role will also be responsible for ensuring that qualifying service offered are compliant with provisions of Regulatory Guidelines, Anti Money Laundering (AML), Privacy and other related legislation.

Other Job functions will include;

  • Meeting statutory reporting requirements in the capacity of local MLRO
  • Building and maintaining a compliance universe for both regulatory obligations and policies and processes, that will be used as the base for development, enhancement, monitoring and oversight over compliance requirements in this space
  • Holding relevant business units accountable for the implementation of effective strategies to ensure compliance to all relevant laws and regulations and policies and processes
  • Staying abreast of all relevant compliance and regulatory requirements, assess the impact of these and assess whether the business is adequately informed to prepare for changes
  • Working with the TRANSSNET Regulatory functions and provide input into Regulatory policies/regulations, legislative framework and future impact of new Regulatory policies and legislation – with a specific focus on the impact of such regulations or policies on TRANSSNET’s business
  • Monitoring the effective cascading of the Compliance strategy into the Compliance Monitoring business plans to ensure vertical alignment and horizontal integration with other interfacing strategies
  • Managing the preparation and recommend the departmental budget and monitor financial performance versus the budget while ensuring all departmental activities are conducted in line with the approved guidelines
  • Evaluating the effectiveness of existing policies and procedures, and work with business units to initiate enhancements as identified    
  • Driving continuous improvement on standardization of processes across TRANSSNET along with business units leading to an improved internal control environment.   
  • Leading the review and discussion on proposed policy changes recommended by Exco.
  • Developing and implementing initiatives and programs for periodic assessment of the effectiveness of AML/CTF & STR compliance with regards to  licensing requirements.
  • Developing and implementing initiatives and programs for predictive data analytics of  transactions and Call Data Records to proactively identify non-compliance issues and ensure prompt resolution.

Job Requirements


  • Minimum of 4year tertiary degree (Ideally, Statistics / Accounting / Banking & Finance / Mathematics / Law)
  • MBA or Masters will be an added advantage.
  • Relevant certification / accreditation / membership with professional body as required for role (ICA / CCO / CA/ACCA / Six Sigma / CRISC / Risk Management Certification).


8 years management experience; with at least 5 years in relevant sector / industry /area of specialization (an understanding of emerging markets is an advantage)

Country Sales Manager

Role Purpose
This role is responsible for developing new business, whilst also managing and growing existing accounts in a particular country or region. You will also be required to develop relationships with local financial authorities and represents the organization’s best interest in the respective country or region. The Country Manager will grow the business by deeply understanding the markets specific challenges, the key partners that provide solutions within the market and the customers’ challenges.  The role will entail identifying new sales and business development opportunities whilst providing consultative support to the customer.
Key Responsibilities
Accountable for the specific country/regional awareness of how the payments and banking organizations work, including local regulations and partners that affect our business. The United Nations Capital Development Fund (UNCDF) is looking for incumbents and innovators that are able to provide innovative and scalable solutions in one of the two following areas of intervention:

1) Deploy or leverage open APIs that can enable the roll out of innovative digital solutions or service offerings that that improve the livelihoods of low-income, last-mile communities in Uganda (namely women, refugees, youth, MSMEs) – with a primary focus on the sectors of finance, agriculture, education, health and energy.

2) Deploy or leverage shared open data systems to enable the roll out of innovative digital solutions or service offerings that improve the livelihoods of low income, last mile communities in Uganda (namely women, refugees, youth, MSMEs) – with a primary focus on the sectors of finance, agriculture, education, health, energy.
Under this partnership, applicants shall target at least one of the following segments: smallholder farmers, women, youth, refugees or MSMEs in the geographies of Northern Uganda and/or West Nile.

Applicants may apply independently or in a consortium, provided that the consortium has a pre-established partnership prior to when this request for applications was issued. Please verify the eligibility conditions on Section 3.1. of the RFA .

For each of the two areas of intervention, UNCDF will award one (1) applicant, who scores the highest in accordance to the “Evaluation Criteria” as set forth in section 3.2. The best candidate for each area will receive:
– A grant contribution to implement the project up to 200,000 USD
– Technical assistance by UNCDF team through the lifetime of the partnership.

UNCDF will sign a Performance-Based Agreement (PBA) with the selected applicants.
